Preamble

Vision 2030 prioritises improving agricultural productivity, through promotion of market-based investments in sustainable farm mechanization programmes that improve farmer access to agricultural equipment and implements under either purchase or leasing arrangements. Land Reform beneficiary farmers continue to lack access to farming equipment, resulting in perennial capacity challenges to conduct early land preparation, timely harvesting of produce, and lack of on-farm storage and processing facilities. This impacts on cropping intensity, quality of operations, precision and timely planting of crops, leading to farm losses at different stages of crop production.

 

In this regard, the Government’s target is to improve farm mechanization to enhance overall agricultural productivity, and reduced reliance on draught animals and human labour, which is no longer readily available to the newly resettled farmer as most of the potential workers also turn out to be beneficiaries of land reform. Given that the capitalintensive nature of farm mechanization requirements is far beyond the reach of many new farmers, smart partnerships /interventions by Government, the private sector, and financial institutions will be the way to go.

 

The growth of agricultural production hinges on farmers being able to access optimal mechanization on their farms, supplied from locally manufactured equipment, as well as importation of equipment that cannot be manufactured locally. Drying of grains is proving to be of paramount importance as farmers are failing to harvest their grains in time to allow for early land preparations. This is often on account of lack of access to harvesting equipment. In particular, the harvesting of winter wheat remains a huge challenge as most farmers dismally fail to harvest their wheat timeously, with the onset of the summer rains often catching up on the un-harvested wheat, resulting in significant crop losses. Additionally, there is also need to promote conservation agriculture and sustainable energy technologies in agriculture.

 

The Chief Director Agricultural Engineering, Mechanization and Soil Conservation post is a strategic Senior Management position responsible for spearheading planning, promoting, designing and facilitating the establishment of sustainable national engineering, mechanization and conservation agriculture programmes for the farming sector. The posts will be reporting to the Permanent Secretary and will manage the following key functional areas : – • Agricultural Engineering.

  • Agriculture Mechanization.
  • Soil Conservation.

 

DUTIES AND RESPONSIBILITIES

  1. Oversee the formulation, implementation and review of technologies, strategies, programmes, policies, guidelines and regulations on agricultural engineering, mechanisation, soil and water conservation and ensure that they are in sync with the Ministry’s Strategic Plan and National Development Goals and aspirations.
  2. Plan for the establishment of sustainable and appropriate mechanisation programmes and technologies for the farming sector (communal, small holder and commercial).
  3. Spearhead the designing and implementation of a stakeholder engagement platform on agricultural engineering, mechanisation, soil and water conservation.

 

  1. Provide technical expertise/advice on agricultural engineering, mechanisation and soil and water conservation to the agricultural sector in the economy.

 

  1. Superintend over the establishment of sustainable mechanisation and soil and water conservation programmes for the farming sector in the country.

 

  1. Promote conservation agriculture and sustainable energy technologies in agriculture.
  2. Oversee the Designing, evaluation and supervision of construction of farm infrastructure (postharvest processing, storage and animal handling facilities).
  3. Superintend over the development of the budgets and funding strategies for the planning, designing and implementation of agricultural engineering, mechanisation and soil and water conservation programmes in the agricultural sector.
  4. Coordinate the development of collaborative partnerships on agricultural engineering, mechanisation and soil and water conservation in liaison with other relevant stakeholders and partners in line with the Ministry`s thrust on food selfsufficiency.

 

  1. Superintend over research, testing, development, repair and maintenance of agricultural machinery and equipment.

 

  1. Coordinate the training of farmers, extension workers on use and handling of farm machinery, equipment and appropriate Soil and Water Conservation technologies.

 

  1. Represent the Department in National, Regional and international fora.
  2. Ensure relevant technical input into the procurement of appropriate agricultural engineering, mechanisation, soil and water conservation equipment for the agricultural sector in the country.

 

QUALIFICATIONS, EXPERIENCE AND ATTRIBUTES

 

  • At least a Master’s degree in Agricultural Engineering, Mechanical Engineering or equivalent.
  • A minimum of two (2) years relevant experience in the Director Grade or equivalent in position.
  • At least 10 years’ senior management level experience in the agricultural Engineering sector.
  • An understanding of Agricultural Engineering, Mechanisation, soil and Water Conservation issues.
  • Sound understanding of National Economic Development Programmes, Policies and Priorities.
  • Ability to communicate and network with stakeholders at various levels
  • Willingness to travel within and outside the country.
  • Ability to employ information communication technology in Agricultural Engineering, Mechanisation, soil and Water Conservation

Preamble

 

The attainment of food security and nutrition will be premised on strong research and development undertakings, coupled with the use of advanced technologies, including at the village level. A well-functioning agriculture knowledge, technology and innovation system, anchored on inculcating the requisite agronomic and animal husbandry practices represents the future of farming particularly in the face of climate change and other disasters such as Covid-19.National Development Strategy 1 will ensure that contemporary meliorative agricultural practices are adopted. The coordination and strategic programming of Agricultural Knowledge and Innovation Services (AKIS) will be strengthened through the following strategies: –

 

  • Linking farmers, research, extension and agriculture education;
  • Strengthening agricultural research;
  • Training farmers to enhance their effectiveness to support innovations and technology adoption; 
  • Promoting policies and investment that encourage adoption of digital and modern agriculture production and marketing technologies.
  • Providing contemporary education in theory and practice of science agriculture through existing Agriculture Colleges and other higher institutions of learning in collaboration with Development Partners;
  • Developing new crop varieties, planting materials and management technologies;
  • Researching on the adoption of Genetically Modified Organisms to inform policy

decision;

  • Researching and development for diversification of food consumption focusing on seed multiplication for cassava and sweet potatoes;
  • Research, development and innovation for indigenous fruits and vegetables to
  • improve capacity for seed multiplication and shelf life;
  • Establishing a comprehensive agriculture Information Management System including crop and livestock assessment, livestock information management system, lands information management system.

 

The Chief Director Agricultural Research, Innovation and Development post is a strategic Senior Management position responsible for generating appropriate technologies, information and knowledge that address production and crop/livestock management needs of farmers. The post will be reporting to the Permanent Secretary and will manage the following key functional areas: – • Crop research.

  • Livestock and pasture research.
  • Specialist research services.

DUTIES AND RESPONSIBILITIES.

 

  1. Oversee the formulation, implementation and review of technologies, strategies, programmes, policies, guidelines and regulations on crop and livestock research, innovation and development and ensure that they are in sync with the Ministry’s Strategic Plan and National Development Goals and aspirations.
  2. Spearhead the designing and implementation of a stakeholder and partner engagement platform for the Department.
  3. Provide an oversight link between the Ministry and the State Enterprises, in Crop and Livestock Research, Innovation and Development to ensure alignment with national development policies and priorities.
  4. Superintend over the generation of appropriate technologies, information and knowledge that address production of crop and livestock management needs of farmers in the country and ensure their sustainability.
  5. Oversee the packaging and dissemination of research-based technologies, information and knowledge aimed at increasing agricultural productivity in an environmentally sustainable manner to farmers and other Departments.
  6. Ensure effective monitoring and evaluation of various agricultural research, innovation and development projects and programmes in various Research Institutes in the Ministry.
  7. Facilitate adequate engagement of National, Regional and International Regional Agricultural Research Bodies for effective collaborations in agricultural research, innovation and development.
  8. Design an appropriate framework for the engagement of investors in the agricultural research and development and forge Public-Private Partnerships (PPPs).
  9. Oversee the development of collaborative partnerships for the management and control of crop, plant pests, pest surveillance, prevention and control systems for the benefit of the agricultural sector and human wellbeing.
  10. Formulate and implement a robust communication and advocacy strategy for the Department.
  11. Ensure international best practices on crop and animal health/nutrition through liaison and consultation with the Veterinary Services Directorate and other relevant stakeholders.
  12. Ensure the mainstreaming of gender and social inclusivity considerations in agricultural research, innovation and development policies and related national programmes.
  13. Superintend over the development of budgets and funding strategies for the design and execution of agricultural research, innovation and development strategies

QUALIFICATIONS, EXPERIENCE & ATTRIBUTES

  • At least a Master’s degree in Agriculture/Crop Science/Agronomy/Livestock and Wildlife Management/ Animal Production and Technology or equivalent.
  • A minimum of two years at Director level or equivalent grade in a relevant field.
  • Fully conversant with agricultural research and development issues.
  • Sound knowledge of current National Economic Development Policies, Programmes and Priorities.
  • Prepared to travel extensively within and outside the country.
  • Good oral and written communication with a broad spectrum of stakeholders.
  • Strong leadership and team building skills.
  • Ability to employ Information Communication Technology (ICTs) in the planning, design and execution and evaluation of agricultural research, innovation and development strategies.

 

POST C                                 : DIRECTOR, COMMUNICATION AND     ADVOCACY

Duties and Responsibilities

 

  1. Spearhead the development of communications and advocacy strategies for the Ministry and make recommendations to the Secretary.
  2. Organize and manage communication strategies and campaigns for the Ministry.
  3. Manage the Ministry’s positive use of both formal and social media to build its image and share programmes and projects being undertaken through various media platforms.
  4. Superintend over the dissemination of information about the Ministry’s activities, policies, programmes and services through various media platforms.
  5. Monitor and analyze current events, public information to influence press opinion with a view to mitigate risk, improve the Ministry’s image, educate public opinion and determine appropriate strategic responses.
  6. Plan and organize various internal and external events to rebuild, improve and strengthen the Ministry’s image.
  7. Monitor news from all the media and respond to pertinent issues related to the Ministry.
  8. Initiate and maintain appropriate working relationships with key Internal and External Stakeholders for the benefit of the Ministry.
  9. Coordinate and conduct Public Relations workshops for Ministry Officials that interface with the public.
  10. Preside over the handling of complaints from the media and proffer appropriate corrective measures.
  11. Oversee the drafting and review of the Ministry’s Clients’ Charter and Stakeholder engagement policy.
  12. Prepare speeches for the Secretary.
  13. Superintend over the production of the Ministry News Bulletin.

Qualifications, Experience and Attributes

  • A Bachelor’s Degree in Mass Communication/ Journalism or equivalent
  • A Masters’ degree in any of the above fields is an added advantage.
  • Be in the Deputy Director grade or equivalent for at least two years.
  • Have good communication and interpersonal skills.
  • Ability to engage with a range of stakeholders
  • A thorough understanding of National Development policies, priorities and goals.
  • A good understanding of Ministerial functions and Government operations.
  • A high level understanding of the Public Service Regulations.
  • Good management and supervisory skills.
  • Proficiency in at least one indigenous language
  • Ability to work under pressure.
  • Computer literate
